For flying in Namibia a Language Proficiency Level 4 in English Language is required. The Namibian authority is not making use of the recommendation and exemption of ICAO Annex 1, 1.2.9.1, 1.2.9.3 for glider pilots and balloon pilots.
All foreign pilots in Namibia need either a test certificate or an entry in their personal license as proof of Language Proficiency Level 4 in English language.
This is not affecting the privileges and restrictions granted by the Flight Radiotelephone Operator’s Certificates (i.e. the German BZF I, BZF II or AZF ) held by the pilots and differently issued by every nation. The proof of Language Proficiency is completely independent from a specific Radio Telecommunication Certificate eventually held by the pilot.
